At ACT 1st FCU, we prioritize the security of your member account. To protect against fraud, we have added an extra layer of security. When needed, we will send a unique passcode (OTP) to your registered mobile number. You will need to enter this passcode to verify your identity and authorize transactions with your card.
What To Expect
Starting Wednesday, March 6th, 2024 when using your ACT 1st FCU debit card for medium-risk to high-risk transactions, you may be asked for a passcode. Check your mobile phone for a text message containing the passcode and enter it into the pop-up box on the screen. Once the correct passcode is entered, you can proceed with the payment.

ACT 1st FCU is implementing a security measure that could deter criminals from using stolen credit card details to carry out unauthorized transactions. By sending a unique OTP to your registered mobile number and requesting its input prior to completing a transaction, we aim to minimize the risk of fraud perpetrated by individuals who may have illicitly obtained your debit card information.

What will the 3D Secure One-Time Passcode text message say?
“Please use PASSCODE:XXXXXX to complete authentication. Valid for 10 mins. No one will ever call and request this code.”
Will I receive an 3D Secure One-Time Passcode every time I use my debit card?
No, an OTP will not be required every time. By monitoring your purchase behaviors, our security systems may help identify transactions that need further authentication.
I received an unexpected 3D Secure One-Time Passcode to my phone or email when I wasn’t using my debit card. What should I do?
If you ever receive an OTP for no reason, contact us at 301-729-8015. It could mean that someone is attempting to use your debit card information. When we contact you, we will never ask for an OTP or any usernames or passwords.
What if I make a mistake when entering my 3D Secure One-Time Passcode?
If you enter the code incorrectly, you will be notified that the OTP is incorrect and to please try again. You have a maximum of three (3) failed attempts. Once you reach the max number of failed attempts, the authentication request will fail. You will be able to reattempt the transaction.
Do 3D Secure One-Time Passcodes expire?
Yes. An OTP will expire 10 minutes after it is sent out.
Why is ACT 1st FCU adding this security feature?
Like many financial institutions, we’ve seen an increase in fraud in recent years. Enabling this security feature adds an additional layer of security and fraud detection. When our monitoring systems detect a need for additional authentication, OTP authentication may help determine if the debit cardholder is the purchaser.
Are there other ways I can prevent debit card fraud from occurring?
We recommend setting up alerts to notify you about activity in your account, so you can quickly identify any suspicious transactions. You may also want to consider adding a code word for another layer of account security.
